Descarbonización: Proyectan inversiones de hasta US$2.300 millones en transmisión
Inversiones adicionales entre US$1.900 y US$2.300 millones requerirá el sistema de transmisión en un escenario de descarbonización del sistema eléctrico nacional a 2035, lo que implicaría un costo por estampillado (cargo a la demanda) entre US$1,8 y US$ 2,2 por MWh. La principal inversión en transmisión se daría en 2028, con la línea HVDC, Kimal-Lo Aguirre, estimada en más de US$1.000 millones, a la cual debe agregarse el monto de recursos antes mencionado producto del desarrollo de otras obras en el segmento, entre 2029 y 2035.
Así lo indica un estudio realizado a fines del año pasado por Valgesta Energía, coincidiendo con el anuncio del gobierno, en el marco de la COP25 realizada en España, de adelantar el cronograma de retiro de unidades a carbón a 2024, particularmente de Engie Energía Chile (CTM 1 Y 2), de 334 MW de capacidad instalada y de AES Gener (Ventanas 1 y 2), de 340 MW, totalizando 674 MW.
Dos Escenarios El estudio establece dos escenarios. El primero supone un plan de cierre de centrales a carbón, descarbonizando en 50% la matriz a 2035, lo que representa cerca de 3.000 MW de capacidad instalada, mientras que el segundo plantea una descarbonización de 100% al mismo año, lo que significa más de 5.000 MW. Es así como se señala quela expansión del sistema se realizará principalmente con centrales de energía renovable variable (ERV), donde se estima que las obras de expansión solar deberían llegar a 2.830 MW, con una descarbonización de 50% a 2035, y de 4.780 MW, con el 100% de descarbonización. A su vez, la expansión de centrales eólicas debería llegar a 4.956 MW y 7.706 MW de capacidad instalada en ambos escenarios.
El estudio también proyecta que la expansión en obras de almacenamiento de energía en el sistema eléctrico a 2035 debería estar en torno a 600 MW y 1.200 MW de capacidad instalada en ambos escenarios de descarbonización.
“De la proyección de generación, se observa que la generación ERV y el GNL absorben la descarbonización: en el Escenario 1 la participación anual en 2035 de las ERV está en torno a un 36%, existiendo una participación similar de la energía solar con la energía eólica (ambas 18%). La participación en GNL, en 2035 está en torno al 7%. En el Escenario 2, la participación anual en 2035 de las ERV está en torno a un 45%, siendo un 23% eólico y 21% solar. Adicionalmente, la participación de GNL en 2035 está en torno al 10%”, se indica en el estudio.
Otro aspecto que considera la investigación es que se observan niveles de vertimiento de ERV que no son producto de limitaciones del sistema de transmisión, sino producto de efectos estacionales en la producción. “Esto muestra la necesidad de analizar en detalle las interconexiones internacionales como parte de la solución en el largo plazo”, afirma el documento de Valgesta Energía.
Transmisión El aumento de generación ERV –puntualiza el análisis− provoca un aumento de las rampas, que son las inyecciones y salidas de altas cantidades de potencia en un corto tiempo. Se calcula que estas podrían ser de entre 2.308 MW y 3.325 MW en una hora, para ambos escenarios, lo cual se incrementaría a 5.122 MW y 7.148 MW, respectivamente, si es que se desarrollan en cuatro horas.
Para compensar la magnitud y duración de estas rampas se plantea la necesidad de contar “con la infraestructura y servicios que den una respuesta eficiente a este desafío”, por lo que se menciona el apoyo de centrales de Gas Natural Licuado (GNL), las cuales “deben operar de manera intermitente y periódicamente y por períodos muy cortos, lo que implica mayores costos de encendido y apagado. Esta operación se sustenta bajo el supuesto de que al año 2030 se habrán realizado las expansiones necesarias en los terminales de regasificación, o disponibilidad de importación”, sostiene el estudio.
“El ciclado de las centrales a gas asume una condición ideal de las unidades. Es necesario verificar su factibilidad en base a desempeños efectivos”, se concluye en este aspecto. Junto a la generación térmica de GNL, el estudio menciona a los sistemas de almacenamiento de energía, donde precisa que las inversiones en esta materia, a 2035, implicarán un costo entre US$3 y US$4,8 por MWh, “en un escenario en que se estampille su costo a la demanda”.
“No es claro que señales de precio en el mercado de la energía y potencia sean suficientes para materializar el desarrollo del almacenamiento como tampoco para lograr mayor flexibilidad del sistema eléctrico en el largo plazo”, concluye el estudio.
