Informan a periodistas argentinos estado de avance de Corredor Bioceánico tras visita de delegación a Copiapó
El presidente de la Cámara de Comercio Internacional del Corredor Bioceánico e integrante del Atacalar, con sede en Copiapó, Roberto Masso Briceño, informó a Diario Chañarcillo que recibió la visita de 18 periodistas de distintos medios de comunicación de la República Argentina que llegaron a nuestra zona para informarse del estado de avance del Acuerdo Atacalar y del megaproyecto del Corredor Bioceánico del Noa Centro, que comprende las 9 provincias de Argentina, cuyos productos del AGRO tendrían salida por los puertos de la Región de Atacama, lo que nos daría un gran impulso a nuestro desarrollo económico, ya que no pasaríamos solamente a depender de la actividad minera.
De esta manera, con la organización del gobierno de La Rioja y el Consejo Federal de Inversiones (CFI), un grupo de periodistas de medios de San Juan, Tucumán y la ciudad de Buenos Aires, cruzaron a través de Pircas Negras y llegaron hasta Copiapó.
El proyecto tiene el nombre de Corredor Bioceánico, pero el secretario de Relaciones Internacionales de La Rioja, Luis Agost Carreño, utiliza una definición más directa: el Panamá seco por contraposición al Canal de Panamá, que une en Centroamérica a los dos océanos.
En el encuentro con la prensa Argentina, Masso se refirió al buen estado de los caminos en los pasos internacionales que unen Argentina con Atacama, San Francisco que conecta con Catamarca y Pircas Negras con La Rioja, en los cuales se ha avanzado bastante en su mejoramiento.
Sobre el Atacalar, explicó que es por Atacama, en Chile; y Catamarca y La Rioja, en Argentina, las tres provincias que dieron origen a la región. Ahora, también la integran Córdoba, Tucumán, Santa Fe, Santiago del Estero, Entre Ríos, y Salta.
A través del megaproyecto del Corredor Bioceánico se busca conectar el corazón productivo del centro de Argentina con tres puertos sobre el Océano Pacífico, los de Chañaral, Caldera y Huasco; y un cuarto proyectado, con calado de 30 metros, que se denomina CopiaPort-E, que podría recibir buques de entre 200 y 400 mil toneladas. Para ello, hay que cruzar por carretera por los pasos cordilleranos de Pircas Negras (La Rioja) y San Francisco (Catamarca); y por tren en el segundo de ellos. Ambos están por encima de los 4 mil metros de altura, pero son operables todo el año.
Respecto de lo más reciente, el presidente de la Cámara de Comercio Internacional del Corredor Bioceánico, señaló que en el mes de noviembre, en la ciudad de Shenzhen, de la República Popular China, fue inaugurada la Casa Atacalar, tal y como ocurrió hace 7 meses atrás la Casa de China Shenzhen en La Rioja.
“El proyecto está tomando cuerpo internacional, siendo el 15 de junio del presente año presentado el Corredor Bioceánico en el Congreso de Mercosur”, indicó.
Roberto Masso agregó destacando que, “el Corredor Bioceánico, tiene como propósito bajar el valor de transportar la producción exportable argentina a los países asiáticos o a la costa Oeste de Estados Unidos y Canadá. No es un tema menor. Agost Carreño muestra un estudio en el que se acorta 15 días el viaje de una carga a través de Chile, qué si sale de Buenos Aires o Rosario, ya que tiene que pasar del Atlántico al Pacífico a través del Canal de Panamá. Las carnes enfriadas que demanda China deben consumirse dentro de los 60 días y llevar un barco a China partiendo desde el Atlántico demora unos 35 días; mientras que por Chile la travesía se reduce a alrededor de 20. A ello se adiciona que la reducción de la cantidad de kilómetros de 1200 (a Buenos Aires) a 700 (a Chile) para llegar a los puertos del Pacífico, más los costos inferiores de operar con embarcaciones de mayor tonelaje, y la reducción de la cantidad de días en tránsito, bajan el costo por contenedor en un 35%.
De acuerdo al trabajo presentado por La Rioja, un contenedor de 40 toneladas, que viaje entre Argentina y China, saliendo por Caldera tiene un costo de flete de 3742 dólares. Mientras qué si lo hace por Buenos Aires, su valor llega a 5730 dólares, una diferencia a favor de 1988 dólares.
En tanto, uno de 20 toneladas debe pagar 3820 dólares por Caldera y 5080 por Buenos Aires. Es decir, que salir por el país trasandino tiene un ahorro de 1260 dólares”, sentenció.
Masso explicó que los chilenos tenemos el Pacífico, que nos permiten llegar a Asia más rápido. Argentina tiene agua y tierras para producir. Integrarnos y hacer negocios juntos es lo más inteligente.
“Los ingenieros chinos creen que es factible tender vías férreas a través de la Cordillera y en los territorios de los dos países para llegar a los puertos de nuestra región, que además tienen capacidad ociosa. En el proyecto, imaginan un tren con 4.000 toneladas de carga cada 101 minutos. Eso significa 14 trenes diarios, con 56 mil toneladas de carga”, explicó el empresario chileno.
“Chile posee tratados de libre comercio con el 81% de los países del mundo, entre ellos Estados Unidos. Es otra oportunidad, en este caso, de integración productiva entre ambos países”, detalla.
