Gobierno Regional Atacama destinará más de 1.367 millones de pesos para proyectos de innovación regional
Desde el 4 de noviembre al 16 de diciembre, el Gobierno Regional de Atacama abrió las postulaciones al Fondo de Innovación para la Competitividad Regional (FIC) 2022, instrumento destinado a financiar iniciativas que creen entornos económicos e institucionales que favorezcan la innovación competitiva de la Región de Atacama y que este año tiene a disposición cerca de mil 400 millones de pesos.
Los proyectos deberán estar enmarcados en los ejes definidos como estratégicos por el Gobierno Regional, los cuales se encuentran contenidos en las bases del concurso, previo análisis y evaluación de los territorios y expertos. Iniciativas orientadas a promover la investigación aplicada, emprendimiento innovador, desarrollo, difusión y transferencia tecnológica, incluida la destinada al fortalecimiento de redes de innovación regional, formación y atracción de recursos humanos especializados, infraestructura y equipamiento de apoyo y promoción de la cultura pro innovación y emprendimiento.
Al respecto el Gobernador Regional de Atacama, Miguel Vargas Correa, manifestó “La experiencia que está llevando a cabo la Universidad de Atacama, a través de la Facultad de medicina es un claro ejemplo de lo que es posible hacer en materia de innovación en salud, de hecho hay un proyecto una iniciativa muy interesante que nos va a permitir realizar atención médica remota a pacientes crónicos, particularmente de localidades más apartadas que tienen dificultades para llegar a los centros de salud , bueno con la innovación es posible acercar la medicina a las personas, entonces estamos hablando de una línea muy interesante que permite resolver problemas estructurales.
Un ejemplo de innovación es la Universidad de Atacama la que implementó, a través de estos recursos, un proyecto de sistema integral de monitoreo remoto e inteligente para pacientes con enfermedades crónicas y aislamiento geográfico del programa cardiovascular. La iniciativa tuvo el propósito de aplicar la telemedicina en los chequeos periódicos para diagnóstico oportuno y así mejorar la calidad de vida de los usuarios de la red pública de salud de las comunas de Alto del Carmen, Tierra Amarilla y Chañaral mediante el uso de tecnologías médicas móviles para el seguimiento en tiempo real de su condición de salud”.
Al respecto, María Paola Vieytes, Académica de la Facultad de Medicina de la Universidad de Atacama indicó “Una de las tecnologías innovadoras son los relojes inteligentes(…), ya que puede medir, por ejemplo, la cantidad de ejercicio que hace, el otro son los sensores de glicemia continua que se llaman, que son sensores que van en la piel, que tienen monitoreo constante de 14 días, donde se sabe exactamente cuál es la glicemia que tuvo, el otro es, los equipos de hemoglobina glicosilada que son equipos que permiten ver cómo ha afectado la alza de glicemia durante meses a estos pacientes. De hecho, es una de las variables que el médico indica para poder ajustar su terapia farmacológica. ¿Quiénes puede postular?
Las instituciones elegibles para financiamiento del Fondo de Innovación para la Competitividad, son:
- Instituciones de educación superior, referidas en los literales a), b) y c) del artículo 52, del D.F.L. N°2, de 2010, Ministerio de Educación, que cuenten con acreditación institucional de conformidad con la ley N°20.129, es decir: Universidades, Institutos Profesionales y Centros de Formación Técnica.
- Centros de Investigación y entidades que realicen labores de I+D, registradas en CORFO al alero de la Ley N°20.241 y sus modificaciones.
- Incubadoras de Negocios y agentes operadores del Programa Nacional de Incubadoras.
- Fundación para la Innovación Agraria (FIA).
- Agencia de Sustentabilidad y Cambio Climático (ASCC).
- Instituto de Investigaciones Agropecuarias (INIA).
- Centro de Información de Recursos Naturales (CIREN).
- Instituto Forestal (INFOR).
- Instituto de Fomento Pesquero (IFOP).
Cualquiera de estas entidades podrá postular y concursar a todas las iniciativas que estime conveniente dentro de los lineamientos indicados, sin un tope máximo de número de proyectos a presentar por entidad. Las que además, deben poseer recursos humanos y materiales idóneos, así como experiencia en investigación, desarrollo tecnológico, transferencia y difusión tecnológica, y cuya actividad principal sea la investigación, el desarrollo tecnológico y la transferencia y difusión tecnológica.
La elaboración de las bases fue abordada en conjunto por el Consejo Regional de Atacama, a través de la Comisión de Ciencia y Tecnología, y los equipos técnicos del Gobierno Regional de Atacama, con el objetivo de responder a una visión de los requerimientos del territorio y las necesidades de innovación de la región.
