Entrevista a Juan Manuel Cáceres (Igualdad), candidato a concejal por Copiapó: “Actualmente quienes están en el municipio piensan sólo en su propio beneficio y los concejales no han sido fiscalizadores”

Juan Manuel Cáceres, educador de párvulos, copiapino, actor y músico, militante del partido Igualdad, integra la lista “Dignidad Ahora”, conformada por dirigentes sociales que no militan en partidos y candidatos del partido humanista e igualdad.

Ligado desde siempre al trabajo social desde su trabajo en cultura y prevención de drogas en CONACE, presenta su candidatura a concejal por la comuna de Copiapó, en conversación con Diario Chañarcillo, se refirió a sus motivaciones para presentar su postulación al concejo, las necesidades de la comuna, sus propuestas y el rol que los concejales deben desempeñar como fiscalizadores de la actividad municipal.

P: ¿Qué lo motiva a presentarse como candidato a concejal por Copiapó?

R: “Lo que me motiva es como están las cosas actualmente y desde hace tiempo, desde hace 30 años, como dicen los jóvenes de la revuelta social, la situación de injusticia y de corrupción, y mal manejo del municipio, como un espacio donde se debería trabajar para que todas y todos estemos mejor, para que la ciudad sea más acogedora, amorosa y justa, y no es así, en estos 50 años la municipalidad ha sido usada para el beneficio propio de quienes la dirigen y para sus amigos, como sigue ocurriendo actualmente, aunque eso signifique hipotecar nuestro medioambiente, la salud de nuestros abuelos y abuelas, la educación de nuestros niños y niñas, les da lo mismo, lo que importa es el beneficio propio y para los amigos y quien más plata tiene”.

P: A su juicio, ¿Cuáles son las principales necesidades de la comuna?

R: “Las principales necesidades de la comuna están relacionadas por un lado por la justicia social, con la distribución de los recursos que es un problema del modelo, pero que también está muy relacionado con como se administra la municipalidad, por otro lado el tema medioambiental es clave para esta comuna, en términos de como el municipio no ha tenido injerencia en ello, sino que más bien ha hecho vista gorda respecto de los problemas medioambientales y el problema dramático del agua aquí en Copiapó, de como la comuna es una “zona de sacrificio”, que sirve sólo para que las empresas vengan, destruyan el medio ambiente, operen desde el extractivismo, o sea de sacar los recursos, llevárselos y dejar el problema medioambiental, y sin agua, dejando tremendas reservas de desechos minerales que dañan la salud de las personas”.

“Por otro lado una gran necesidad es que el municipio entienda que la ciudadanía es diversa, que hay gente con discapacidad, que no puede acceder a todos los servicios, por lo tanto la comuna tiene que ser mucho más amable, no sólo con la persona que puede desplazarse y que puede usar los servicios de manera “normal”, por así decirlo, sino también considerar que hay gente impedida, los adultos mayores, los discapacitados, las personas de las disidencias sexuales, los inmigrantes que son tratados casi como una tercera categoría, sin derechos, sin dignidad”.

P: Respecto del rol fiscalizador del concejal, ¿Qué acciones tomaría usted en caso de llegar al concejo?

R: “Yo primero diría que las decisiones deben ser mucho más socializadas, debería haber una ciudadanía más participativa, con una participación real, o sea con una democracia participativa que sea vinculante, por ejemplo, si se va a intervenir en El Pretil, y se va a modificar el espacio, bueno, se tiene que preguntar a los vecinos como ven ellos la situación, que opinan respecto de un cambio tan importante, eso no pasa hoy en día, el municipio decide entre cuatro paredes, cuando en realidad debería estar sesionando en las escuelas, en las juntas de vecinos, en los territorios, consultándole a la población que es lo que necesitan, entonces ahí los concejales no han cumplido su rol, porque además no han sido fiscalizadores, si usted mira las votaciones, excepto la concejala Paloma Fernández, el resto se ha conformado con asentirle al alcalde y pocas veces han cuestionado lo que propone, y ese no es el rol del concejal, no han hecho su pega, y eso quedó claro en el informe de Contraloría el 15 de febrero”

 “Nosotros creemos que el municipio debe abrirse a las personas y si nosotros llegamos a él a través de nuestro candidato a alcalde que es Oscar Araya, para tomar las decisiones vamos a convocar a plebiscitos, consultas ciudadanas, presupuestos participativos, hoy día la ley lo contempla, pero la actual administración no lo hace porque no le conviene, porque de hacerlo, ya no pueden meter a los amigos y familiares”.
