En diciembre llegaría a Copiapó inversionista Chino Max WU para estudiar la construcción de la línea férrea y un megapuerto en Chañaral

En los próximos meses se iniciará una marcha blanca con el objetivo de verificar necesidades logísticas, permisos necesarios y comportamiento de los vehículos de transporte en torno a la infraestructura actual del camino. En tanto para mediados de diciembre se espera la presencia en Copiapó del inversionista Chino Max WU, quien con el apoyo de una empresa estatal del país asiático estaría dispuesto a costear la construcción de una línea férrea binacional y del megapuerto en la comuna de Chañaral.

Tras la Jornada Regional del Corredor Bioceánico Minero Ferroviario y Agroalimentario Chile- Argentina realizada en Catamarca, que reunió a diversos representantes del sector público y privado de la Región de Atacama y de las provincias del noroeste argentino, los gobernadores de Atacama Miguel Vargas Correa y de Catamarca, Raúl Jalil, realizaron importantes anuncios en la concreción de este proyecto bautizado como “el de la esperanza del Comité Atacalar” que ya vería sus primeros avances económicos el primer semestre de 2022.

El Gobernador de Atacama, Miguel Vargas manifestó que este “es un proyecto que tiene una expectativa enorme. Hemos dicho las ventajas que tiene la región a través de sus puertos para la exportación de toda la producción agroalimentaria del noroeste argentino e inclusive estamos pensando ir más allá. El sur de Brasil, incorporar Paraguay y Uruguay, este proyecto tiene una dimensión insospechada, por lo que debemos trabajar con decisión, sin claudicar, porque son proyectos de largo aliento. Cuesta comenzar, tenemos que convencer y en ese proceso estamos. Hay una voluntad política enorme aquí en Argentina y también desde el Gobierno Regional de nuestro país.

Vargas agregó que “creo que el proceso de descentralización que estamos comenzando en Chile va a ser un facilitador para que un proyecto como este se siga consolidando, porque hemos dicho que la integración con Argentina nace desde las regiones”.

Juan Carlos Torres, Jefe de la División de Infraestructura y Transporte del Gobierno Regional de Atacama, señaló que junto al Gerente del Puerto de Caldera sostuvieron una reunión con un grupo de alrededor de 40 empresarios interesados en transportar y exportar su producción por los puertos de Atacama. “Estamos hablando de producciones de limón, soya e incluso algunos que están en el tema de la minería, carbón, entre otros, de los cuales aproximadamente entre 10 a 12 empresarios hoy día ya están en condiciones de hacerlo.  Acordamos realizar una segunda visita de una comitiva chilena para trabajar con cada uno en forma individual para materializar el tipo de producto, el volumen de carga y la frecuencia con la cual ellos estarían entregando sus productos para transitar por el puerto chileno. También nos juntamos con representantes de la Federación de Transporte Argentino de Carga, quienes también estarían dispuestos a transportar la carga por el paso a San Francisco”.

Según manifestó Miguel Perret, Gerente del Terminal Marítimo del Puerto de Caldera y parte de la comitiva Chilena que estuvo en Argentina, la fecha para iniciar la marcha blanca sería en marzo del 2022, para lo cual se movilizarán camiones sin carga por el paso San Francisco para verificar el estado de la ruta, además de tomar contacto con el Servicio Agrícola Ganadero, Aduanas, Senasa y todos aquellos encargados de fiscalizar las cargas que transitan por el país.

“Hemos conversado con muchos empresarios argentinos, representantes del gobierno de regiones argentinas de las diferentes provincias y hay mucho interés por trabajar con nosotros, por trabajar en el puerto, por enviar carga por Chile hacia los mercados de la cuenca del Pacífico, por lo tanto se nos abre una tremenda oportunidad. Queremos partir pronto con carga, hablemos de una marcha blanca, que podría ser con fruta fresca, así que esperamos que podamos ver toda la tramitación para el envío la carga, poder disponer de la logística necesaria y poder partir cuanto antes el envío para darle inicio a este corredor”, dijo Perret.

El Gobernador de Catamarca, Raúl Jalil afirmó que “tenemos que trabajar en equipo, es un gran desafío, pero estamos convencidos que la integración de Atacama, sobre todo ahora que tenemos un Gobernador electo por la voluntad popular, es mucho más fácil, digo porque la política se ha puesto de acuerdo. Nosotros tuvimos una reunión hace algunos meses con el presidente Alberto Fernández, donde hablamos de la interacción entre las regiones y este paso que hemos dado hoy, que hemos inaugurado un hospital en el paso La Gruta, que estamos pensando en un complejo binacional de migraciones de Chile y Argentina, y de poder integrarnos es un paso fundamental en lo que ha sido la historia de nuestra. Nosotros en la fiebre de la plata, siempre el ganado pasaba por acá, el primer español que vino a Catamarca entró por los valles Calchaquí y salió por el paso de San Francisco, esto fue el camino del Inca y ahora tiene que estar totalmente asfaltado, tiene un valor y una belleza única, tanto del lado argentino como del lado chileno”.

INVERSIÓN CHINA PARA LÍNEA
FÉRREA Y MEGAPUERTO EN CHAÑARAL

Una nueva jornada del Corredor Bioceánico Chile – Argentina se vivirá durante diciembre en Copiapó, en la cual según informó Carlos Salazar Aros, International Commissioner for Latin América and Asia Pacific, y reconocido asesor de empresas chinas en nuestro país que también fue parte de la comitiva Chilena, se espera la llegada del inversionista Chino Max WU, quien con el apoyo de una empresa estatal del país asiático estaría dispuesto costear la construcción de la línea férrea entre ambos países y un megapuerto en la comuna de Chañaral.

“El financiamiento de estas obras es él que hoy en día estaría realizando, y que para nosotros es un impacto muy grande, ya que es un proyecto que lleva muchos años detenido, y como en un momento señaló el Gobernador de Atacama, es importante tener los actores público y privado en este desarrollo, el tema más complejo era el financiamiento porque sabemos que es de muy alto valor, pero las garantías que entrega por la parte argentina, pensando en añadir otros países como Paraguay, Uruguay, Brasil, obviamente, sin lugar a duda para el empresario lo hace muy, muy rentable”, aseveró Salazar.

En cuanto a las ventajas de que este proyecto implica, el International Commissioner manifestó que  existen dos aspectos, por una parte, que se integre gran parte Paraguay, Uruguay y Argentina para traspasar sus productos por el Corredor Bioceánico, con una salida mucho más directa,  “ahorrándose muchos días y una infinidad de cosas que juegan a favor. Y lo otro también, que no se debe dejar de lado es que hay tema geopolítico. China hoy día está en la mirada de poder buscar apoyo y estar presente en estos mercados, sobre todo en mercados de Sudamérica. Entonces para China desde el punto de vista político, también es relevante la integración con estos países a través de este corredor”.

Para avanzar con mayor celeridad, ambos países han relevado la importancia de la participación público privada, algo que también mencionó Salazar, “sería muy relevante que el Ministerio de Obras Públicas se pudiera hacer partícipe en este proyecto, sobre todo en algunos tramos de la ruta del Paso San Francisco que indudablemente hay que arreglar, así como en Aguas Negras. Obras Públicas debería incorporarse con apoyo, quizá a lo mejor es la parte mínima, pero sería muy importante contar con una ruta que permita el acceso a todos los camiones que vengan por el Paso San Francisco, ya algunos lugares necesitan mejorar el estándar para mayor seguridad y creo que sería importante que  el Ministerio de Obras Públicas se hiciese presente en ese sentido”.
