Chilenos en el exterior no podrán elegir a los miembros del órgano constituyente
Los cerca de 40.000 chilenos que viven en el extranjeroestarán excluidos en la eventual elección de los integrantes del órgano que será responsable -si así lo define el resultado del plebiscito «de entrada» de abril de 2020– de la redacción de una nueva Constitución y «solo una norma expresa» podría permitirles el voto, según informó el presidente del Servicio Electoral (Servel), Patricio Santamaría. El titular del consejo directivo del Servel dijo que para revertir esta situación se debería enviar un proyecto de ley habilitante «que implemente los acuerdos y regule los futuros plebiscitos» y, así, los compatriotas puedan participar en la votación de los llamados «convencionales constituyentes».
«De no haber una norma especial, (los chilenos en el exterior) solo podrán participar en el plebiscito que definirá si se quiere o una nueva Constitución y el mecanismo para redactarla (en abril próximo), y en el plebiscito ratificatorio», aclaró Santamaría.
En el plebiscito de entrada, además de elegir si quieren o no una nueva Constitución, los ciudadanos deberán pronunciarse sobre qué tipo de órgano debiera redactarla, una «convención mixta constitucional», compuesta al 50 por ciento por parlamentarios y por ciudadanos electos; o una «convención constitucional», en la que todos sus integrantes serían electos para esta labor
