Catalina Jones Sepúlveda, Candidata a Constituyente: Con la convicción de ser un aporte a la creación de la Nueva Constitución para Chile
El 11 de abril de 2021 tendrá lugar la elección de Constituyentes, junto con la de gobernadores regionales, alcaldes y concejales.
En el caso de la Constituyente, será la ocasión en que la ciudadanía podrá elegir a los integrantes del organismo que definirá los contenidos de la nueva carta fundamental de la República.
En esta oportunidad, dialogamos con la candidata Catalina Jones Sepúlveda.
Breve reseña personal y profesional suya
Nació en Copiapó, 43 años, divorciada, 2 hijos. Estudió en el Liceo Santa Marta de Vallenar, luego en el Instituto Santa María de Antofagasta y en la Universidad Católica del Norte sede Antofagasta. Es abogada desde el año 2010. Fue dirigenta estudiantil y miembro de organizaciones no gubernamentales y fundaciones ambientalistas, religiosas y regionalistas. Ingresa a la Juventud Demócrata Cristiana en el año 1990, donde fue dirigenta comunal, provincial y delegada a la Junta Nacional, luego continúa como militante y dirigenta tanto en Antofagasta como en Copiapó. Actualmente se dedica al ejercicio libre de la profesión. Trabajó en el servicio público como funcionaria judicial, en la Inspección del Trabajo de Copiapó, en la Seremi de Desarrollo Social y para el Ministerio del Interior en la Intendencia Regional de Atacama.
P: ¿Qué motiva su candidatura?
R: “Desde siempre he sentido un profundo amor a la patria, por lo que, ingresé a los 14 años al partido político al que pertenezco, buscando poder servir de alguna manera a la búsqueda de un país más justo, fraterno y solidario. No me motivé antes a postular a un cargo de elección popular, pero ahora siento que realmente podría ser un aporte en cuanto a repensar un nuevo Chile, por mi experiencia de más de 10 años como abogada, experiencia laboral, política y de vida. Además de ser Copiapina, podré representar de mejor manera los intereses de Atacama. Es un desafío personal y de cierta manera, siento que toda mi vida me he preparado para este momento histórico”.
P: ¿Qué importancia tiene la participación de la civilidad en la Nueva Constitución?
“Es primordial. La Carta fundamental debe ser la expresión de la soberanía popular para que sea legítima y para que se exprese en ella el verdadero sentir de la nación. Es importantísimo que durante el proceso constituyente creamos instancias para que la ciudadanía pueda participar en el proceso, como cabildos, encuestas de opinión, visitas a terreno, retroalimentación, etc. Al menos yo quiero trabajar de esa manera, la idea es ser la voz de los que no pueden ser escuchados”.
P: A su juicio ¿cuáles serían los principales aspectos que debe incluir la nueva Carta Magna?
R: “Mi propuesta se basa en tres pilares fundamentales, en primer lugar, la dignidad de la persona, que debe ser la base moral para comenzar a escribirla, de ello deriva el garantizar efectivamente los derechos fundamentales, sociales, culturales y de la personalidad de los ciudadanos, como una educación gratuita y de calidad, salud integral y oportuna, remuneraciones y pensiones dignas, vivienda adecuada, vivir en un medio ambiente libre de contaminación, no más zonas de sacrificio, derecho a la identidad sexual y de género, etc. También implica el cambio de un sistema económico basado en el principio de subsidiariedad del estado a uno más solidario, para eliminar la falta de oportunidades y desigualdad. El reconocimiento del derecho de las mujeres a una vida sin violencia y discriminación. El reconocimiento de los pueblos originarios.
En segundo lugar, democracia, esto conlleva a una real participación de los ciudadanos en la toma de decisiones en cuanto a políticas públicas, descentralización real, lo cual significa que, las comunas y regiones posean más autonomía en cuanto a atribuciones, recursos y toma de decisiones ajustadas a la realidad local. El reconocer un estado pluricultural.
Y el último pilar es el derecho, que además de establecer una real garantía para que los ciudadanos ejerzan sus derechos, implica mantener el estado de derecho del país, y la defensa de su soberanía, un estado con separación de los poderes del estado, un cambio del sistema presidencialista a uno semi presidencial y una lucha contra la corrupción estableciéndose en la constitución que investir cargos públicos implica un estricto cumplimiento a valores éticos y morales”.
P: La representación de los diversos estamentos de la comunidad, a su juicio ¿Le daría un cariz más democrático a la Nueva Constitución?
R: “Sin duda, la idea es que todos los chilenos se vean representados en los constituyentes elegidos para que sea un debate justo y legítimo, y para que exista paz social en este nuevo Chile. Además, debemos recordar que finalmente existirá un plebiscito para aprobar o rechazar esta nueva Constitución y si no escuchamos las demandas de todos los estamentos de la comunidad, es probable que no sea aprobada y todo sea en vano”.
P: ¿La elección de los representantes a la Constituyente es vital, y cuánto lo sería la participación del votante?
R: “Es sumamente importante porque de nada sirve haber ido a votar por el Apruebo si no concurrimos a votar por quienes van a plasmar los cambios que se requieren en esta nueva constitución. Por eso es importante que la gente se informe y vote en conciencia por aquellos candidatos que en sus programas reflejen las demandas ciudadanas y que han actuado siempre en consecuencia, ya que existen personas que rechazaban abierta y enfáticamente la idea de una nueva Constitución y que ahora están como candidatos, obviamente aquellos van a defender el estatus quo”.
P: ¿Una nueva Constitución para Chile, significaría una mayor equidad e igualdad para sus habitantes?
R: “Eso depende de todos nosotros. En primer lugar, que las personas concurran a votar por los candidatos que promuevan los cambios sociales que demandan, que se involucren en el proceso, participando y fiscalizando a los constituyentes de su distrito. Luego, debemos cambiar que dentro de las bases de la institucionalidad se establezca como principio la dignidad de las personas y se realice un cambio al principio de estado subsidiario a uno de bienestar o solidario, así los chilenos podrán exigir efectivamente sus derechos y se logrará que no se pasen a llevar los intereses económicos de las empresas por sobre los derechos de las personas y comunidades. Por otra parte, el estado aseguraría remuneraciones y pensiones dignas, educación de calidad, lo que implicaría en definitiva una mayor equidad”.
P: ¿Finalmente, su llamado a la elección?
“Invito a los ciudadanos de Atacama a participar en este proceso, informándose para que elijan a los constituyentes que los representen. Creo firmemente que poseo las herramientas necesarias para poder llevar adelante este proceso poniendo de frente las demandas de la gente de mi región. No sólo por la profesión que ostento, donde he conocido el ámbito público y también el privado, sino también porque soy una ciudadana de clase media, que también ha pasado por las dificultades que la mayoría de los chilenos han vivido, soy de la región y llevo tiempo en política por convicción, por lo que me será más fácil manejar y defender los intereses de la región que otros candidatos que son nuevos en estos asuntos”.
