Armando Flores candidato a alcalde por Vallenar: “Soy enemigo de la venta de humo… no podría caminar tranquilo con una mochila de promesas sin cumplir”

Llegó muy joven a Atacama, inició en la Secretaría Regional Ministerial de Agricultura su carrera de ingeniero agrónomo y luego ocupó una serie de cargos públicos entre los que destaca el de Gobernador de la Provincia del Huasco y Director de INDAP en dos períodos, uno de manera designada y otra tras ganar un concurso de Alta Dirección Pública. En 2016 lo vimos disputar la alcaldía de Vallenar y quedó a sólo un 2% de desbancar al edil que se encontraba en ejercicio. Hoy está preparando motores para su segunda incursión en las lides de campaña, ya que esa fue su primera experiencia en la papeleta y esta revancha será la segunda.

P: ¿Cómo se sientes para enfrentar esta nueva hazaña electoral?.
R: Siento que en estos años he crecido como persona y también he logrado aquilatar de mejor forma mi experiencia profesional y política, me he impregnado aún más de las necesidades de la comunidad, por lo que estoy más convencido que nunca de que estoy en condiciones para liderar un proyecto integrador, a través del cual instalemos las bases de las profundas transformaciones que tanto requiere mi comuna. 

P: ¿Qué le motiva a involucrarse en política si hoy es una actividad tan desprestigiada?.
R: Con mis padres vivimos el periodo en que se terminó con la democrcia en nuestro país, por lo que nunca quisiera que nuestras próximas generaciones pasaran por una experiencia como esa. Por eso siento que quienes estamos en la política por vocación, debemos sentirnos doblemente obligados, pues tenemos la responsabilidad de contribuir a hacer que la democracia funcione y – aunque te parezca impopular – en todo espacio posible tenemos que hablar de política, para que nadie tenga dudas de que la democracia es la mejor alternativa para conducirnos como sociedad.
Además, siempre he pensado que las cosas se cambian involucrándose a fondo y es justamente en este el momento – el más crítico de nuestras historias – en el que estamos llamados a tomar una posición política seria y responsable, sin populismo.

P: Generalmente los candidatos a los distintos cargos de elección popular presentan una larga lista de obras que quieren abordar durante el ejercicio de su cargo… las más de las veces vemos que no se cumple ni la mitad de ese listado y eso también forma parte del descontento y de la incredulidad de la ciudadanía en política.  ¿Cuál es su propuesta, su visión de comuna?. 
R: Coincido plenamente con eso de la lista de compras, pero se da una paradoja. Cuando uno declara la candidatura lo primero que te piden muchas personas es una nómina de las obras que planeas construir, pues nos hemos acostumbrado a ese discurso fácil e irresponsable que promueven algunos candidatos, en el que frente a cada problema vislumbran una obra de cemento. La experiencia me dice que esa no es la única vía de solución. Quienes hemos trabajado con fondos públicos sabemos que el proceso para que un proyecto pase de idea a su ejecución puede llevar años y hasta décadas, por eso soy enemigo de la venta de humo, pues además yo vivo en Vallenar y no podría caminar tranquilo con una mochila de promesas sin cumplir. 
Y para responder a tu pregunta, sueño con que nuestra comuna de Vallenar logre algún día autonomía en todos los ámbitos, para que podamos disfrutar del desarrollo pleno en lo social, cultural, que no tengamos que buscar en otras regiones el trabajo, la salud, educación superior o lugares de entretención y esparcimiento… en definitiva que no tengamos que seguir mirando cómo a otras ciudades les va mejor que a nosotros, teniendo todas las condiciones. En la comuna están los recursos y herramientas, sólo hay que organizar las voluntades y ponerle más pasión y compromiso.

P: Pero como bien dice, la ciudadanía siempre busca cosas más concretas… ¿cuáles serán los énfasis de su gestión de llegar al municipio?.

R: Es urgente reorganizar la estructura y el funcionamiento del municipio, por cierto involucrando a concho a los propios funcionarios, para que sus unidades cumplan un rol protagónico en la construcción de este nuevo proyecto de comuna, poniéndose al servicio de la vecinos, vecinas y sus dirigentes, generando espacios de participación ciudadana que permitan recuperar la confianza de la comunidad, con esto ya es posible pensar en un desarrollo económico, social y cultural sostenible, con una mirada a largo plazo y no más medidas de parche.
Queremos recuperar la identidad e historia del valle, dando mayor protagonismo al río Huasco en la confección de los planes y obras que proyectaremos para las próximas décadas. Todo esto sin dejar de lado lo urgente como el desempleo, el desarrollo de la agricultura, minería artesanal, el déficitis de vivendas y asentamientos precarios, la seguridad ciudadana y sin perder de vista el necesario rediseño de las tareas que nos permitan llegar con las ayudas sociales a las familias que más lo necesitan en este escenario tan complejo.

P: En lo más personal, sabemos que es santiaguino de nacimiento, pero atacameño por adopción, nos contaba que llegó a nuestra región en la década de los 90 y se asentó en forma definitiva en la provincia del Huasco hace ya varios años. ¿Qué le hizo adoptar esta tierra como propia?.
R: La calidez con que me recibieron agricultores y tantas amistades con quienes trabajé cuando llegué a la zona, recuerdo con mucho cariño la labor que iniciamos con olivicultores de la parte baja del valle, con mujeres productoras de flores de Vallenar, el trabajo con agricultores afectados por las sequías, los encuentros con familias de sectores cordilleranos. Después de esa experiencia tan intensa y luego de conocer a tantas personas, seria imposible pensar en un lugar mejor que este para vivir.
