    años.

A propósito de la notable entrevista al arquitecto Miguel Lawner en “The Clinic”, quien
fuera director de la Corporación de Mejoramiento Urbano (CORMU) durante el gobierno
de Salvador Allende, es que considerando la experiencia del confinamiento y los
desafíos que nos ha planteado la pandemia, mi aprendizaje como alcalde de Huasco
por 12 años y la visión que mi oficio de arquitecto me ofrece, es que me parece
pertinente reflexionar sobre la tremenda relevancia que debe asumir a nivel
constitucional el derecho a la vivienda para la elaboración de ciudades armónicas y
autosustentables, pensadas en escala humana.

Si bien es cierto, la propiedad horizontal ha traído la posibilidad de acercar a las
personas a los centros urbanos, la pandemia ha desnudado con total brutalidad, que
quienes habitan estos verdaderos ghettos horizontales, padecen la calidad de vida que
estos apartamentos les entregan, antes que disfrutan de una verdadera y compacta
experiencia habitacional digna y confortable. La misma aglomeración en ascensores y
espacios comunes expone a sus vecinos a mayores probabilidades de contagio, amén
de que lo reducido de sus espacios hace del confinamiento una verdadera tortura
sicológica. La falta de autonomía se torna más dramática si pensamos en la total
carencia de mínimos espacios de auto sustentabilidad, como podría ser una pequeña
huerta instalada en el patio de la más modesta de las viviendas de antaño.

La conclusión es evidente, no estamos construyendo espacios habitables, ni ciudades
a escala humana, hemos desarrollado, en cambio, edulcorados habitáculos amoblados
para gallinas ponedoras, y una “gripecita”, como dijo Bolsonaro nos puede derrumbar
todo el sistema, con un solo estornudo en el ascensor. No podemos sino estar en
perfecto acuerdo con de Lawner al definir esto como una “arquitectura penitenciaria”.

Concuerdo en que debemos empezar a rediseñar las ciudades para enfrentar
verdaderos cambios para una mejor calidad de vida, y efectivamente lo que hizo la
alcaldesa de París, Anne Hidalgo, y el proyecto de la “ciudad de 15 minutos”, hay que
empezar a tomarlo como una opción seria y real dentro de las futuras políticas de
Estado.

Es esencial, sobretodo en contextos como el de confinamiento por pandemia y cortes
de servicios y conectividad, que serán cada vez más comunes a propósito del Cambio
Climático, que se debe conseguir atomizar los centros urbanos y que los barrios – y en
esto sería deseable que las comunas tengan todas el mismo tamaño, el mismo per
cápita de recursos y la proporción de habitantes- alcancen su propia autonomía en
servicios, en salud, educación, comercio y tratamiento de residuos y plantas de
compostaje e industrias de reciclaje comunal, que ningún ciudadano tenga que
demorar más de 15 minutos trasladándose, sea a su trabajo, como para acceder a
estos bienes y servicios básicos. El rol de los organismos planificadores es vital, pero
las actuales Direcciones de Obra carecen de verdadera autonomía pese a sus planos
reguladores. Ni hablar de recursos y las distancias financieras entre Municipios ricos y
pobres.

Creo, sin embargo, que en regiones las posibilidades están mucho más abiertas, lo que
falta son los recursos que precisamente se los lleva el diseño mal elaborado del centro,
pero una consagración constitucional podría redestinar los esfuerzos y los recursos y
las regiones podrían avanzar, sin caer en los mismos errores de nuestras grandes
urbes, hacia un desarrollo sustentable y autónomo.
