Instalan compuertas computarizadas en canales del Río Huasco

Con el objetivo de mejorar la gestión y dar un buen uso a los recursos hídricos, la Junta de Vigilancia del Río Huasco y sus Afluentes (JVRH), está instalando compuertas de última tecnología, operadas por telemetría en 21 canales de los tramos III y IV del Río Huasco, proyecto que está a cargo del Ingeniero Civil, Amadeo Monsalve.  Estas compuertas automatizadas se controlan, a través de una red de telecomunicaciones, en una sala central de monitoreo donde se registran, entre otras variables, el caudal instantáneo del agua que se está entregando a cada canal, por cuanto cuentan con un sistema de aforo que mide el caudal pasante con una precisión de +- 2,5 %.

Al respecto, Amadeo Monsalve, explicó que: “este trabajo comenzó con una primera etapa cubriendo 21 canales de los tramos III y IV del Río Huasco, donde están concentrados el 74 % de los derechos de agua de toda la cuenca, trabajo que se inició el año 2019 y donde ya llevamos a la fecha 18 canales terminados y funcionando.  Estamos trabajando en el Canal Ventanas y nos falta el Canal Buena Esperanza y el Canal Las Tablas; donde solo falta instalar la compuerta”.

BENEFICIOS:

En relación al beneficio que tienen las compuertas tecnificadas para los regantes, Monsalve, argumentó que: “cuando llueve normalmente se solicita cerrar las compuertas para evitar que se produzcan desbordes, por la entrada excesiva de  agua a los canales, antiguamente había un celador que recorría los canales, cerrando compuertas en forma manual, lo cual tomaba mucho tiempo en su recorrido;  hoy con este sistema las compuertas se pueden cerrar en menos de 5 minutos desde la sala de monitoreo e incluso desde el celular de las personas encargadas de la JVRH, lo que este año pudieron constatar los regantes de los canales.  Otro beneficio de este sistema es que los usuarios pueden conocer el caudal que se les está entregando, en términos de litros por segundo, dato que será publicado en la página web de la JVRH donde cada uno va a poder ver la cantidad de agua que está entrando a su canal y además ver el agua que se le entrega a los otros canales de su sector, lo cual hace más transparente la entrega de agua y elimina desconfianzas, transparentando la entrega del recurso hídrico”.

Otro aspecto importante que destacó, Monsalve, es que: “el 15 de octubre, recién pasado, se publicó en el Diario Oficial el Reglamento de Monitoreo de Extracciones Efectivas de Aguas Superficiales, donde se establece que los canales deberán implementar sistemas de medición y registro, de los caudales de agua, que cada canal está extrayendo y remitir dicha información a la Dirección General de Aguas (DGA).  Esto es parte del control de los recursos hídricos a nivel nacional, que se llevará de ahora en adelante.  Como es sabido, el cambio climático está afectando la disponibilidad de agua dulce, entonces los canales tienen un plazo máximo de 2 años, para implementar un sistema de medición, que permita mediante moderna tecnología informar en línea a la DGA.  Este sistema de compuertas computarizadas cumple con este requisito, y nosotros como Junta de Vigilancia, estamos cumpliendo en forma adelantada con esta normativa”.

En relación al trabajo realizado por la JVRH, Pedro Muñoz, Presidente del Canal García y Campusano, valoró la importancia de las compuertas computarizadas puntualizando que: “esta obra para mí ha sido un beneficio como presidente, ya que con solo una llamada regulamos el flujo de agua o cortamos el canal, lo cual es una gran ayuda, tomando en cuenta que los eventos a veces son de noche, sobre todo cuando ocurre una emergencia, porque uno trabaja en lugares apartados y no siempre puede estar en el lugar de los hechos, por lo que para nosotros ha sido de gran ayuda, contar con este sistema de compuertas computarizadas”.
