Consulta ciudadana quedó fijada para el 8 de diciembre en la región

Ya están establecidas dos preguntas que guardan relación con la nueva Constitución y los mecanismos que quiere la ciudadanía para redactarla. Se evalúa la opción de incluir una tercera que atienda las demandas puntuales de las comunas o las regiones.

La fecha para realizar la consulta ciudadana en las nueve comunas de la Región de Atacama quedó fijada para el domingo 8 de diciembre en la reunión que este martes se llevó a cabo entre algunos de los alcaldes de la Asociación Regional de Municipios de Atacama (ARMA) y los miembros de la Mesa de la Unidad Social.

Otro de los aspectos que se tomó en consideración fue la ampliación en la edad de los participantes, puesto que adolescentes de 14 años en adelante podrán someterse al referéndum municipal ya que no estará sujeta al padrón electoral. También se estableció un acuerdo de colaboración en torno a impulsar este espacio de participación ciudadana.

Ahora queda establecer qué se va a consultar, además de las dos preguntas relacionadas con la redacción de una nueva Constitución y el mecanismo que se empleará para realizarla, si una Convención Mixta o una Constituyente, dado que se plantea la opción de incluir una tercera pregunta que vaya directamente a las inquietudes locales de las personas.

Para esto tendrán protagonismo los integrantes de la Mesa de la Unidad Social, quienes a través de los cabildos abiertos que han realizado y realizarán hasta que se aproxime la fecha de la consulta, reunirán las demandas sociales de los habitantes según los problemas propios de sus comunas.

Carlos Rodríguez, vocero de esta instancia, explicó entonces que van a concentrar en cerrar la primera etapa de los cabildos sobre todo en los sectores donde aún no han podido tener presencia e inmediatamente después se dividirá equitativamente el equipo para trabajar en la implementación y difusión de los mecanismos.

Estos guardarán relación con dos preguntas que ya están establecidas y que tienen concordancia con la consulta nacional, de acuerdo con lo que agregó Juan Domingo Rojas, también integrante de la organización; para la tercera pregunta “todavía decidimos si tendrá matices regionales o comunales y una vez que nosotros tengamos el voto, manejaremos la información fidedigna de cuáles serán las orientaciones de la consulta”.

Por ello es que Ernesto Astudillo Lezama, representante de la Confederación de Profesionales Universitarios de los Servicios de Salud (Fenpruss), ratificó que los más importante es que salgan las propuestas de los cabildos porque “si estamos peleando, precisamente, por descentralización, no podemos preguntar lo mismo en Caldera que en Huasco o en Copiapó”.

ASAMBLEA EN SANTIAGO

El alcalde copiapino Marcos López, mencionó que el viernes habrá una reunión en Santiago con los burgomaestres que decidieron seguir adelante con la realización de la consulta nacional y a ella los atacameños llevarán la propuesta que surgió este martes en el encuentro con la Mesa de la Unidad Social.

En dicha asamblea se fijará finalmente cuál será la propuesta nacional, debido a que la que ya se maneja es preguntar, primero, lo referente exclusivamente a la nueva Constitución y segundo, lo que tiene que ver con las demandas más importante a nivel país, como AFP, pensiones, salud, educación, entre otros.

Lo que se presentará ahora -según dijo López- es la posibilidad de incluir una tercera pregunta que priorice las demandas de las comunas, puesto que “llevando un voto de carácter comunal se puede incitar mayor interés de participar en la consulta”.

Brunilda González Ánjel, máxima autoridad de Caldera, añadió que al voto constitucional se le agregará algunos elementos que guarden relación sobre si es necesario tener cuota de paridad de género o presencia de los pueblos originarios en lo que significa el proceso de redacción de la nueva Constitución. Asimismo, se consultarán las alternativas de Asamblea Constituyente, Convención Mixta, Parlamento o Congreso.

“Vamos a levantar también plataformas regionales y locales con preguntas de planos reguladores y otras instancias van a ser consultadas, pero consensuadas con lo que diga la Mesa Social; es decir, los alcaldes nos ponemos a disposición del trabajo que ha hecho este movimiento que ha impulsado grandes transformaciones durante este último mes”, puntualizó.

También se trabaja en determinar cuáles serán los mecanismos que se aplicarán para llevar con éxito la jornada que no estará avalada por la Asociación Chilena de Municipalidades (AChM), ni por el Servicio Electoral (Servel), pero que cuenta con la voluntad de más de 140 alcaldía en todo el país.

“Todavía estamos en un veremos de cómo va a ser, si será con un padrón, o en distintos locales o si se ubicará un modo mixto entre todos”, comentó el alcalde de Tierra Amarilla, Mario Morales, al tiempo que afirmó que el propósito es conocer las necesidades de las comunas y de la región para que “nos sirva como un insumo y así podamos fortalecer las demandas”.

Desde hoy, miércoles, se comenzará a trabajar en Copiapó para determinar cuáles serán los locales de votación; en eso tendrán una función primordial los representantes del sector público, quienes pondrán la fuerza de tarea y los voluntarios que estarán ese día al frente de la recolección de votos, chequeo de identidades, escrutinios y entre otros aspectos.
