Candidato a Elecciones Primarias a Alcalde por Copiapó, Manuel Corrales, aseguró que su propuesta está centrada en modernizar el municipio, digitalizar los trámites y realizar un trabajo de cara y en terreno con la gente

En el ciclo de Entrevistas de Diario Chañarcillo a los diferentes candidatos a alcaldes y gobernadores regionales, de cara a las Elecciones Primarias de este domingo 29 de noviembre del 2020, correspondió el turno a Manuel Corrales González, ex Gobernador de la Provincia de Copiapó, de profesión abogado, con un magister en derecho minero de la Universidad de Atacama.
Resumió sus principales ejes en su propuesta de trabajo para la comuna, destacando modernizar el municipio, digitalizar los trámites esenciales y realizar un trabajo de cara y en terreno con la gente.

ENTREVISTA

P: Manuel, ¿Cuáles son los principales ejes que considera su propuesta como candidato a Alcalde por la Comuna de Copiapó?.
R: Los ejes principales nacieron de conversaciones con diferentes juntas de vecinos, agrupaciones culturales, deportivas, de adultos mayores, jóvenes, gremios y diferentes actores copiapinos, es el conocimiento que me dio también el haber ejercido en terreno el cargo de gobernador provincial de Copiapó. Estos ejes son:

1.-Seguridad Ciudadana: Fiscalización efectiva, principalmente al comercio informal en la comuna. Vinculación comunitaria, para saber donde poner los esfuerzos y recursos de la seguridad se debe mantener un estrecho trabajo con la comunidad.Vigilancia especial de instituciones de educación, apoyo de seguridad ciudadana en situaciones de emergencia. Televigilancia y postes SOS, son dos medidas que urgen para la comuna, que la ciudadanía se sienta protegida y que la municipalidad realice las modernizaciones tecnológicas en esta área, contratando personal especializado las 24hrs para tener monitoreo en tiempo real de las cámaras y no solo grabar delitos sino que evitarlos, que las imágenes sean de buena calidad para facilitar el trabajo de la fiscalía.Plan yo cuido a mi vecino, que es el trabajo que debe coordinar desde la municipalidad junto a las JJVV y personal de seguridad ciudadana. Trabajo coordinado con las policías.Adiestramiento y apoyo de perros callejeros en seguridad.Las casetas móviles de Carabineros funcionaron muy bien para bajar los índices delictuales en la comuna y se debe reevaluar.Plan de catástrofe y emergencia comunal, ya vivimos en el pasado cercano tanto 2015 y 2017 aluviones y la comuna no cuenta con un plan ante estas catástrofes

2.-Salud:
*Enfermos crónicos, mejorar y actualizar controles. DIABETES, HIPERTENSION, ASMA, ETC.
*Mapa de prioridades en la atención, derivaciones oportunas a establecimientos de atención secundaria. SECUNDARIA HOSPITAL.
*Respuesta al usuario online, coordinar y solicitar horas vía web. Evitar listas de espera, filas para solicitar atención, prioridad adultos mayores y embarazadas.
*Reforzar la red y el equipamiento de rondas domiciliarias de los cesfam. Mejorando el cuidado de la salud de los pacientes crónicos y evitando que asistan presencialmente a los cesfam. Mejorar el móvil, darle las herramientas al doctor, enfermera, kinesiólogo, más utensilios. Utilizan vehículo pequeño, que no facilita el trabajo de los profesionales.
*Trabajo y coordinación de salud con las JJVV estableciendo un trabajo integrativo de la comunidad con el servicio de atención en salud.

3.- Vecino Digital: estando en pleno 2020 aún tenemos múltiples trámites que se realizan en forma presencial y en formato de papel para trámites que se pueden solicitar en forma online o por teléfono para los adultos mayores. En casi todas las municipalidades del país ya se realizan de manera remota y con mayor razón en tiempos de pandemia, donde no queremos aglomeraciones y largas files y esperas.
*Pago permisos de circulación. Pago derechos de aseo. Pago patentes municipales. Solicitud de hora para atención y audiencias. Descarga de formularios para distintos trámites. Manuales para realizar trámites del municipio. Pago de multas y consultas de causas de juzgado de policía local. Pago de derecho de publicidad. Solicitud de retiro de escombros. Pagos varios.

4.- PARTICIPACION VECINAL
*Consultas comunales, sectores de injerencias de proyectos.
*Delegación municipal en sectores apartados.
*Reunión trimestral con todas las JJVV.
*Presentación de ideas y proyectos de los vecinos.
*Instalaciones adecuadas atención y espera del adulto mayor, nunca más en la calle.
*Participación de las uniones comunales con contralores vecinales ante la municipalidad.
*Asesorías de proyectos vecinales,.

5.-IDENTIDAD COMUNAL
*Recuperación espejos de agua plaza de armas de Copiapó y construcción baños públicos.
*Restauración cementerio.
Construcción arco del triunfo en honor a los Héroes de Atacama.
*Restauración monumentos y sitios históricos.
*Construcción plaza del turista con tipografía de Copiapó y locomotora.

6.-DIFUSION CULTURAL
*Difusión de las artes musicales, plásticas y teatrales.
*Bailes chinos y bandas. (patrimonio de la humanidad).
*Fiesta de la primavera, carros alegóricos.
*Carnaval aniversario de Copiapó, 8 dic.
*Fuegos artificiales, consulta ciudadana.
*Utilizar el escudo de Copiapó.

7.- DEPORTES:
*Mejoramiento y mantención de las canchas.
*Trabajar para techar y temperar piscina municipal y se pueda utilizar durante todo el año.
*Trabajo y apoyo a deportistas que deban viajar por su disciplina.
Existen varios que no están incluidos en mi presente enumeración dado que ya existen en la municipalidad y se deben mantener o fortalecer, como ejemplo la ayuda social, se debe mantener y fortalecer y que todos puedan optar a esa ayuda y no solo algunos, dado que muchos son excluidos o no son considerados.

P: ¿Nos puede señalar con exactitud en dónde estaría la diferencia suya en comparación a la actual administración del alcalde Marcos López en el caso que usted se convierta en el nuevo jefe comunal?.
R: La gran diferencia y que lo demostré, es el terreno, estar siempre presente, escuchar de primera fuente los problemas y anhelos de la gente.Todas mis capacidades y conocimientos como abogado las pondré al servicio de la comunidad.Devolver la municipalidad a la gente, nunca mas que nuestros vecinos deban llegar a las 5 de la mañana para ver si existe la posibilidad de conversar con el alcalde. No cuesta mucho dar mejores instalaciones especialmente en invierno para que no estén al aire libre con frio, habilitar un salón con calefacción, aunque habilitando los servicios online y telefónicos no deberían estar largas hora esperando para que luego le digan que no los van a atender.Mi compromiso es estar en terreno con los vecinos y que no pase mas de 3 meses que el alcalde no se junte con las JJVV, lo explico. Si nos reunimos en Paipote en abril con las directivas de las JJVV del sector y asumimos compromisos que luego de 3 meses nos volvemos a reunir para hacer una revisión en que vamos avanzando y que nos falta, así se trabaja con los vecinos.

P: Se vienen las Primarias Vinculantes para la Elección de Alcalde, el domingo 29 de noviembre, ¿por qué el electorado debería votar por usted y no otro candidato?.
R: El trabajo que se realizó en la Gobernación de Copiapó en conjunto con cientos de organizaciones me avala y que el trabajo en terreno se puede realizar, salir de las oficinas, dejar el escritorio y estar en el territorio, no es un slogan, lo hice y lo seguiré realizando como el alcalde de Copiapó el 2021.
Los otros candidatos tienen méritos de sobra y espero podamos trabajar en conjunto y todos aportando desde sus diferentes áreas de conocimiento, si todos juntos levantamos a Copiapó.

P: ¿Qué opinión le merece la consulta ciudadana acordada en la oposición o Nueva Mayoría para diciembre próximo en Copiapó?.
R: No son legales, ni vinculantes. No pudieron ponerse de acuerdo o no pudo silenciar a toda la izquierda el Sr López y crearon la figura de “Primarias”, las Primarias Legales son el 29 de noviembre y no existen otras.Están tratando de buscar pantalla y protagonismo en especial el Sr López, que ya es una figura desgastada y alejada de la gente, no sé que podría hacer en los próximos 4 años que no hizo en más de una década en el cargo, en 16 años eternizando su mandato, pocos ya creen.

P: ¿Volvería a militar en algún partido de Chile Vamos?. Si o no ¿y por qué?.
R: Es una pregunta complicada, el partido que me ayudó y que aun no milito es el PRI, Partido Regionalista y que no descarto estar en sus filas. El PRI es un partido que cree en los proyectos regionales y no los temas impuestos desde el nivel central y eso lo respeto y valoro.

P: Este último tiempo ha sido particularmente complejo y atípico para todo el mundo, y particularmente para la Región de Atacama y Chile, primero por el estallido social y luego por la pandemia del COVID-19 con las nefastas consecuencias por todos conocidas en la salud, el empleo y en nuestras economías, ¿cuál es su reflexión al respecto y como proyectaría a Copiapó estando usted en la alcaldía?.
R: Desde mi círculo actual, que son un grupo de amigos que nos reunimos para actuar, es decir, ponernos en movimiento, en acción, tratando de ayudar según nuestras posibilidades solo con la ayuda de particulares.Creo que la gran mayoría de las ayudas se crearon de esta manera, al debe están las municipalidades y otros organismos.Como alcalde podría gestionar mucho mas de lo que actualmente puedo hacer, solo decir que con un grupo de 8 amigos ya entregamos mas de 4.700 raciones de alimento, ayuda en remedios, cajas de alimentos, materiales de construcción, pañales y muchas cosas más.Siendo alcalde podemos y debemos trabajar en conjunto con todos para todos y desde el día uno estar con quien lo necesite y levantar a Copiapó para que vuelva relucir en el norte de nuestro país.
