Avanza en Chile proyecto de ley para regular la publicidad de los clubes deportivos

La Cámara Baja debate acerca de si aprobar o no una ley para prohibir anuncios de apuestas online en clubes deportivos.

La Comisión de Deportes de la Cámara de Diputados de Chile aprobó y remitió a la Cámara Baja un proyecto de ley que tiene como objetivo prohibir la presencia de publicidad de casas de juego online en clubes y eventos deportivos, ya sea en formato radiofónico como presencial, además de la televisión y vía streaming.

El pasado martes se celebró la reunión para debatir y aprobar el proyecto de ley, en la que la comisión designó, además, al diputado Marco Sulantay como informante del proyecto. Sulantay, autor del proyecto de ley, será la persona encargada de presentar y explicar el contenido del texto aprobado ante el pleno de la Cámara de los Diputados.

Tal y como ha explicado el propio Sulantay, el texto será expuesto ante la Cámara Baja «probablemente dentro de un mes». Más tarde, habrá «una discusión general» del texto, y el resto de los legisladores «podrán dar algunas sugerencias», es decir, proponer los cambios que consideren oportunos, luego se votará y, si todo sale bien, se aprobará.

La pretensión es abogar por la transparencia en el fútbol. El diputado Sutanlay expresó su satisfacción ante la aprobación del texto porque “básicamente cumple con el espíritu del proyecto, que tiene que ver con contribuir a la transparencia de las actividades deportivas, con énfasis en el fútbol”.

Este proyecto de ley surge al amparo del enorme crecimiento que está experimentando el sector del juego online. La llegada de la pandemia y la permeabilidad cada vez mayor de los dispositivos móviles entre la población chilena fueron los catalizadores del nacimiento de los casinos y las casas de apuestas digitales. Hoy en día, cualquier persona con conexión a Internet puede acceder a una de las múltiples plataformas que ofrecen juegos de casino en línea en Chile para disfrutar de toda la emoción y la adrenalina de los mejores juegos de casino físicos desde la comodidad de sus casas.

Proyecto de ley con multas a tener en cuenta

Respecto del proyecto de ley, el diputado del partido Unión Demócrata Independiente señaló que las organizaciones deportivas «no deberían tener relación» con las casas de apuestas en línea, porque sus ganancias «dependen de los resultados de sus clientes, con quienes firman contratos publicitarios».

Por otro lado, Sulantay también se refirió a la importancia de las multas recogidas en el proyecto de ley, las cuales oscilan entre los 500 y los 2.000 UTM -Unidad Tributaria Mensual, fijadas en 59.595 pesos chilenos, unos $60- «Son importantes porque a veces las leyes son muy buenas, pero porque las multas son bajos, a veces es más conveniente que las empresas paguen las multas», subrayó el diputado.

Pese a lo que pudiera parecer, Sulantay remarcó que no se oponía a la aprobación de un marco legislativo que regulase la industria del juego en línea en Chile; sin embargo, en lo que sí está en contra es en el hecho de que las empresas de juego online se relacionen con las organizaciones deportivas desde un punto de vista empresarial.
