LA DEMOCRATIZACIÓN DE LOS ESPACIOS PÚBLICOS: UN DESAFÍO DE LA DESCENTRALIZACIÓN

¿Son los espacios públicos hoy una necesidad de la ciudadanía?, ¿Es efectivo el acceso a estos espacios públicos para todos los habitantes de la Región de Atacama? ¿Es posible hablar de democracia urbana en Atacama?.

Es importante reconocer, que hoy en día, dada la contingencia sanitaria que estamos viviendo como región, como también a nivel mundial, se ha visto perjudicado considerablemente el uso constante de estos espacios, sin embargo, es realmente interesante destacar que, curiosamente, han sido un elemento central en torno al esparcimiento, a la distracción, al deporte, inclusive, a la posibilidad de reunirse dentro del aforo permitido en esta pandemia.

La generación de mayores espacios y el acceso, depende principalmente de los gobiernos locales, teniendo como principal objetivo involucrar a todos los actores urbanos en rediseñar como también diseñar colaborativamente las ciudades, siendo preponderante la creación cooperativa de la ciudad de forma conjunta, esto es, la colaboración desde las autoridades como de los propios ciudadanos, desde juntas de vecinos hasta clubes de adultos mayores, sin dejar de lado el sector privado, quienes también tienen una gran responsabilidad en el diseño e intervenciones. Esta relación, a partir de los ciudadanos, gobiernos locales, sociedad civil y sector privado, es esencial en la co-producción y diseño de estos espacios, dado que, si bien las ciudades pueden promover la ejecución de espacios públicos, son los espacios públicos quienes contribuyen directamente a que las ciudades sean exitosas (Akkiah, P; 2016).

Durante el año 2011, se publica la ley 20.500 sobre Asociaciones y Participación Ciudadana en la gestión de los servicios públicos; a partir de esta norma, se reconoce el derechos de todas las personas a asociarse de forma libre para fines lícitos, y el deber del Estado de promover y apoyar las iniciativas de la sociedad civil[i], y ¿Por qué es tan importante esta ley? es importante porque otorga espacios de discusión y debate en relación a diversas temáticas locales, y es totalmente relevante cuando se habla de democratizar, dado que, el punto de partida es participar de estos procesos, para lograr que los espacios públicos, en específico, logren satisfacer las necesidades de las comunidades.

Hoy en día, es interesante y esperanzador, ver por ejemplo que, el Parque Kaukari, administrado por MINVU Atacama, es un espacio público emblemático que ha sido símbolo de los espacios públicos en Copiapó, otorgando diversos elementos para el esparcimiento, mitigación frente a desastres socio-naturales, deporte, descanso, áreas verdes, entre otros, sin embargo, es dable reconocer que, este tipo de espacios debiesen implementarse, en sectores donde, el acceso a este tipo de parques es más dificultoso, ya sea por la distancia, por la ausencia de locomoción colectiva, o por otros factores socioeconómicos como también demográficos (distribución de la población). La democratización es relevante en este aspecto, dado que, su fin es promover el desarrollo de inversiones urbanas, en aquellos sectores más periféricos de las ciudades, como también, privilegiar el acceso a todos los ciudadanos.

A su vez, la descentralización en esta temática pasa a ser el punto de partida y el foco de atención. Si queremos democratizar los espacios públicos, entonces, las regiones necesitan mayor autonomía y poder de decisión frente a las necesidades de las comunas, es por ello que, cada región debe tener el imperativo de promover iniciativas en coherencia a los requerimientos de la población. La infraestructura para cada comuna es distinta, pues cada comuna tiene sus propias singularidades,  y tampoco la idea es democratizar los espacios públicos de Atacama pensando sólo en función de la capital regional, por el contrario, la descentralización debe darse a  nivel nacional, regional y siempre pensando política y empáticamente con la gente y sus anhelos para sus comunas.
