Juan Pablo Rico Fuentes, se ha desenvuelto en varios ámbitos, en el ámbito social, cultural, deportivo y medioambiental, y otras aristas que tienen que ver con un trabajo comunitario multidisciplinario, su actividad social parte con el aluvión que afectó a Copiapó, donde trabajó con agrupaciones para el levantamiento de albergues y ayuda a la comunidad de manera independiente.
Actualmente milita en el partido Comunes, por el cual presenta su candidatura a concejal por Copiapó, junto al candidato a alcalde por la comuna del mismo partido, el abogado Inti Salamanca.
En conversación con Diario Chañarcillo, habló sobre el origen de su candidatura, sus propuestas y las que son a su juicio las principales carencias de la ciudad, con enfoque en el mejoramiento de la participación ciudadana, el medioambiente, la cultura y el deporte.
P: ¿Cómo nace la iniciativa de presentar esta candidatura?
R: “Nos dimos cuenta que era necesario disputarle el poder a los mismos de siempre, porque era evidente la negligencia, la corrupción, la falta de ayuda a la comunidad, y ahí empezamos con este proyecto político, que se traduce hoy en el Partido Comunes, parte del Frente Amplio”.
“Mi candidatura, si bien representa un partido, mi enfoque es sobrepasar el partidismo que existe hoy en día, porque también nos damos cuenta que las candidatas y los candidatos son esclavizados por los partidos, y no tienen la independencia para poder por ejemplo, como está pasando hoy día en la municipalidad, hacer una fiscalización al alcalde de turno, es por eso que para mí es súper importante, ejercer el rol de un concejal, que es fiscalizar, que es hacer efectiva la participación ciudadana, y algo que me caracteriza, son las propuestas, muchas veces la gente reclama, los políticos rivalizan y empiezan a pelear, pero faltan propuestas, Copiapó necesita una mirada positiva, para que podamos entender cuales son los anhelos de las vecinas y vecinos que hoy en día están desencantados de la política, porque han sido traicionados, y como dice el slogan “no son 30 pesos, son 30 años”, por ese descontento es que nos hemos organizado como copiapinos, como habitantes de este territorio, y hoy estamos levantando esta alternativa política, ciudadana y popular, con candidatos y candidatas independientes, líderes y lideresas de la comuna, con las ganas de hacer un Copiapó más lindo, más representativo, que la gente sea escuchada y que las políticas no sean decididas entre cuatro paredes por las cúpulas, y que exista un real compromiso con los habitantes de Copiapó, porque estamos olvidados, es cosa de ver la cantidad de hacinamiento en las tomas, cuantos años lleva olvidado el complejo Pedro León Gallo, como está olvidado el tema cultural, el deportivo, y un sinfín de cosas, estos cuatro años que han pasado en la municipalidad son años perdidos, le pregunto a la comunidad, a los lectores del diario, que me digan, ¿Qué proyecto en estos 4 años ha marcado a la comuna de Copiapó?, cuando hago esa pregunta, hay un silencio”.
P: ¿Cuáles son tus principales propuestas para la comuna desde el rol de concejal al que postulas?
R: “La labor que tengo que tener yo al llegar al concejo municipal es cumplir con mis atribuciones, fiscalizar, hacer efectiva la participación, proponer, pero también ser un gestor popular, porque acá en temas de gestión, no solo vale la pena ir al concejo municipal para levantar la mano y aprobar o rechazar, aquí se necesita una gestión, un nexo que sea un vínculo con la comunidad para poder representar sus anhelos, y eso hoy en día no se ve, al alcalde no lo fiscalizan, no hay propuestas, a Copiapó le hace falta un dinamismo, una transformación, y yo creo que puedo representar esos anhelos con temple y perseverancia”.
“En tiempos de campaña los candidatos y candidatas se llenan de promesas, se llenan de slogans, pero aquí mi gran propuesta en sentido concreto es mi compromiso, no vengo a decir “vamos a hacer puentes, edificios”, o algo así, no, aquí el primer compromiso es trabajar con la gente, es escuchar, y ahí es cuando una hace efectiva la participación ciudadana, cuando llevamos la voz del pueblo al concejo municipal, para transformar y crear las políticas que necesitamos para hacer una ciudad más digna”.
P: A tu juicio, ¿Cuáles son las principales carencias de la comuna?
R: “Esta es mi segunda elección para concejal, el 2016 fui candidato, saque 1.300 votos, y el sistema nefasto de reparto me dejó fuera, entonces siento que no me he desaparecido, para mí es importante llegar al concejo, por que la lucha que podemos dar es importante, representar los anhelos de la gente, me baso en los valores del buen vivir, del vivir bien, tener una ciudad humana, ecológica, que haga más canchas de fútbol, que promueva la salud mental, que cree nuevos espacios de cultura para los jóvenes, y ahí es cuando nos damos cuenta que por ejemplo la ciudad de Copiapó no cuenta con un plan cultural municipal, todas las comunas de Atacama cuentan con uno y eso les ha permitido desarrollar un cronograma de actividades y financiamiento, para sacar adelante la cultura y el arte, pero lamentablemente Copiapó no lo tiene, una de las primeras cosas que quiero realizar al llegar al concejo, dentro de mis atribuciones, es promover y proponer la creación de este plan cultural municipal que es muy importante para darle apoyo y espacios a los artistas callejeros, urbanos y doctos, que si no fuera por las acciones de las agrupaciones independientes, hoy día Copiapó tendría poco movimiento, porque la municipalidad poco o nada ha hecho al respecto”.
“Otro tema importante que tampoco existe en la municipalidad de Copiapó es la creación de una ordenanza municipal de medioambiente, hoy día en vez de plantar árboles, se están cortando, en vez de crear áreas verdes se está instalando cemento, podríamos ser la comuna número uno en reciclaje, y nos estamos quedando atrás, porque los políticos solo están viendo sus intereses”.
“Es muy importante también poner en relieve el deporte en todas sus disciplinas, hoy día no sólo el fútbol es deporte, el atletismo, el patinaje, el voleyball, están carentes de espacio, y nosotros como concejales, debemos recuperar espacios, y si es necesario llegar más allá, ser un gestor popular, hacer efectiva la participación de la gente a través de cabildos y de esa manera saber que quiere la gente, no que venga de arriba, que nazca de abajo”.
