Los candidatos que competirán en Atacama por el cargo de gobernador regional
*Terminado el proceso de inscripción en candidaturas, el país ya se encuentra en tierra derecha para el paso hacia la descentralización que significa la elección de gobernador regional y Atacama no es la excepción. Estos son los candidatos que postulan a gobernador regional, quienes hablaron con Diario Chañarcillo sobre sus propuestas a la ciudadanía.
El próximo 11 de abril los atacameños participarán de una votación inédita, ya que se eligen no sólo alcaldes y constituyentes, sino que también, a los gobernadores regionales, donde los territorios del país tendrán por primera vez la posibilidad de elegir democráticamente a quien dirigirá los destinos de la región.
Aquí presentamos a quienes van a la elección por la gobernación regional de Atacama.
CHILE VAMOS
FERNANDO GHIGLINO (RN)
Tras ganar la primaria legal celebrada dentro de su conglomerado, Fernando Ghiglino Pizarro es el candidato dentro de la coalición oficialista, en representación de Renovación Nacional, quien espera aportar con su experiencia como consejero regional:
“Me postulo en base a la experiencia que tengo de más de 12 años de consejero regional, donde se ven todo lo que son los proyectos de inversión en la región, se conoce mucho la realidad de cada comuna, y los sectores rurales, eso me da la experiencia necesaria para poder liderar una gobernación, nosotros dependemos mucho en estos momentos de las competencias que nos otorgan, que si bien sabemos es un puntapié inicial a un proceso de descentralización, no es el mejor, porque sabemos que las competencias son muy limitadas, y solamente vamos a manejar el 13% de lo que es el presupuesto regional, lo demás lo va a seguir administrando el nivel central con el delegado presidencial”, sostuvo.
“Al ser una autoridad electa, vamos a tener un poco más de autonomía, en poder tomar decisiones de lo que queremos en la región. La región nuestra es eminentemente minera y algo agrícola en los valles, pero también queremos cambiar la matriz productiva, al turismo, a la astronomía, a la paleontología, a las energías renovables no convencionales, tenemos mucho por hacer, pero sobre todo tenemos que preocuparnos de los temas que más le afligen a la gente, los temas importantes, como por ejemplo la salud, la educación”, indicó.

CARLO PEZO (IND)
También ganador de las primarias legales celebradas dentro de su pacto, el doctor Carlo Pezo, ex presidente del Colegio Médico, postula a la gobernación por Unidad Constituyente, como independiente apoyado por la DC:
“Estamos contentos por ya estar en abril en la papeleta para la elección de gobernador, una candidatura que surge del proceso democrático llevado a cabo en una primaria legal donde la ciudadanía, y no un partido político nos eligió para estar presentes en esta cita electoral tan importante”, expresó.
“El principal eje de nuestro programa de gobierno va a ser la participación inclusiva y vinculante de nuestra comunidad, a través de la socialización de los proyectos más importantes para nuestra región, considerando también la actual pandemia. Proyectos de empleo, de mejoramiento urbano, junto con la subsecretaría de Desarrollo Regional”, indicó.
“También, los proyectos con las municipalidades para poder generar mejoramiento del entorno, eso es una parte de las cosas en las cuales queremos trabajar, el sello que le queremos dar a esta primera gobernación regional electa, va a ser que desde el mundo independiente, pero sobre todo, desde los ciudadanos y ciudadanas de la región, que vean reflejado el gobierno como propio”, comentó.
PARTIDO COMUNISTA
JAVIER CASTILLO
En representación del Partido Comunista, se presenta Javier Castillo, conocido por su experiencia en el mundo sindical, social, y como consejero regional:
“Queremos dar mayor desarrollo a un trabajo que ya hemos estado elaborando desde el Consejo Regional, con instrumentos como el convenio de vivienda que está con el SERVIU, el convenio de salud, el de apoyo a la pequeña minería, todo esto está muy conectado a mi rol social como dirigente sindical, donde a través del sector público, que es el que ejecuta las políticas públicas a nivel nacional, y en la región, se elaboró el nuevo trato para Atacama, que es la base principal de nuestro programa de gobierno, con énfasis en áreas donde lamentablemente la política pública no llega, como ocurre con las personas con discapacidad mental, entre otros”, indicó.
“Creemos tener las capacidades para trabajar en la gobernación, estamos haciendo la mayor anchura de representación social y de planificación para los potenciales de Atacama, como la Corporación Paleontológica, que no sólo se remite a ese ámbito, sino que da para muchas más ramas que ligan esta ciencia, a la cultura, al patrimonio, y también al turismo” , acotó.

MIGUEL VARGAS
El único candidato independiente al cargo de gobernador regional en Atacama, el ex intendente Miguel Vargas, habló sobre sus propuestas a la ciudadanía de cara a esta elección:
“La candidatura independiente nuestra se centra fundamentalmente en el tema social, donde el énfasis es acelerar la puesta en marcha de proyectos habitacionales, y avanzar con soluciones de luz y agua en los campamentos, es urgente poner celeridad a la vivienda en la región de Atacama, porque tenemos todavía, pese a los esfuerzos que se han hecho un déficit de casi 10 mil viviendas, lo que es mucho para una región como la nuestra, por lo tanto ahí hay un ámbito donde se requiere mejorar la gestión para ir prontamente en ayuda de esas familias que llevan mucho tiempo esperando que se concrete el sueño de la casa propia”, dijo.
“Además nos enfocamos en el empleo, en esto es fundamental las alianzas público-privadas, es importante que se pongan en marcha los proyectos de inversión privada que están aprobados por el sistema de evaluación de impacto ambiental, el rol de los privados es fundamental, junto con el acompañamiento del Estado, por eso que es importante fortalecer dichas alianzas, para que se hagan las gestiones adecuadas que permitan acelerar la puesta en marcha de estos proyectos”, expresó.
