El próximo domingo 29 de noviembre se realizarán las elecciones primarias para elegir el candidato a Gobernador o Gobernadora Regional. Es una oportunidad histórica para que la ciudadanía atacameña elija a su representante, esa persona que competirá para dicho cargo y que será definido en las elecciones del 11 de abril de 2021.
Una de las cartas que ha entrado a la competición es Ruth Vega Donoso, quien a lo largo del tiempo ha ocupado importantes cargos en diferentes servicios y carteras públicas, además de su activa participación en política.
P: ¿Qué la motiva esta nueva postulación?.
R: Atacama es una región que por años ha sido postergada en lo social, cultural y otros tantos temas que durante estas semanas de recorrido por las comunas y conversaciones con amigos y vecinos me han planteado y los he asumido como míos para este gran desafío que estoy dispuesta a enfrentar a partir del 2021.
Nací en el poblado de Domeyko y mis padres Pedro Vega y Georgina Donoso de profundas raíces atacameñas, me criaron en la localidad de El Salado y luego en Copiapó. Soy la mayor de 9 hermanos. Madre de un hijo y abuela de una nieta y un nieto.
P: ¿Qué nos puede contar de su trayectoria?.
R: Soy profesora normalista, profesión que he ejercido siempre en esta hermosa tierra nortina, en colegios de la Fundición y Estación Paipote y El Salado mientras estuve relegada en tiempos de dictadura. Posteriormente fui acogida por 17 años en el Liceo Católico Atacama, en la Escuela Manzo de Velasco, y también ocupé el cargo de directora del Liceo José Antonio Carvajal en Copiapó.
Hoy tengo el honor de dirigir el Liceo Jorge Alessandri Rodríguez en Tierra Amarilla y ser la Presidenta del Consejo Regional de Atacama.
Desde los 15 años he estado dedicada y preocupada del tema educativo. Primero en la dirección del Centro de Alumnos de la Escuela Normal de La Serena y luego en la Escuela Normal Romulo J. Peña de Copiapó. Donde tuve el privilegio de trabajar junto a Edwin Mancilla Hess, ejecutado político de octubre de 1973.
Defensora de los derechos humanos y luchadora por recuperar la democracia en dictadura. Junto a Monseñor Fernando Ariztía y muchos compañeros trabajamos arduamente 17 años en esta lucha por lograr la democracia. Junto a Teresa Ortiz QEPD, en 1988 coordinamos la red de apoderados por el No, ganando el derecho a vivir en democracia.
Durante mi trayectoria profesional y vocacional por el servicio público y tras la llegada de la Democracia fui invitada a formar parte del Gobierno como Gobernadora Provincial de Copiapó. Bajo esta responsabilidad tuve la oportunidad de iniciar uno de los primeros procesos participativos con la comunidad a través de cabildos poblacionales, lo cual permitió a los vecinos y vecinas plantear por primera vez, tras años de dictadura, sus requerimientos y necesidades a las Autoridades de Gobierno.
También a través de este proceso participativo y democrático se logró materializar el Retén de Estación Paipote, la Escuela Rosario, en Copiapó. Proyectos muy anhelados para la comunidad que por años se sintió marginada. Al mismo tiempo que se lograban otras importantes iniciativas para la comuna de Caldera.
En esta larga carrera del servicio público me desempeñé como Directora Regional de Sence, donde gestioné la autorización para iniciar la capacitación precontrato y post contrato para beneficiar a los trabajadores que se jubilaban, y para que pudiesen invertir sus recursos de jubilación en micro y pequeñas empresas. Esta Iniciativa fue reconocida e instalada a nivel Nacional. También logramos la nivelación de estudios con uso de franquicia tributaria.
P: ¿Qué nos puede destacar de su paso por el Ministerio de Educación?.
R: Como Seremi de Educación, otro de los cargos públicos que me correspondió ejercer en mi trayectoria profesional logramos con recursos FNDR y sectoriales la construcción de los establecimientos educacionales (escuelas y liceos), para el ingreso a jornada escolar completa. Atacama fue pionera en el país, en aplicar un estilo participativo, inclusivo e integral para la construcción de estas escuelas y liceos donde los propios servicios públicos y la comunidad educativa dijo el modelo de establecimiento que quería para sus alumnos en cada uno de los territorios.
P: ¿Por qué aceptó ser candidata a estas Primarias representando al Partido Socialista?.
R: Mi cariño por Atacama, me llevó a aceptar ser candidata a estas Primarias representando al Partido Socialista, colectividad por la cual he dado una lucha junto a su gente, y creo en ello, participo de sus sueños y como mujer comparto sus anhelos y esperanzas de un Atacama mejor para todos y todas.
Empatizo de los sentimientos de oportunidades iguales para sus familias, de una educación garantizada para sus hijos, con estudios y permanencia en la región, para que no tengan que emigrar a otras ciudades, porque los necesitamos a todos y todas en esta tierra atacameña.
Acepté ser candidata a primarias para gobernadora por Atacama, porque amo profundamente mi región, creo en ella y su gente, porque hoy se abre una nueva etapa para Chile, es la oportunidad que la ciudadanía sea quien me elija como su representante para este nuevo período de democracia.
Quiero luchar junto a ellos para que Atacama, tantas veces postergada en sus propios sueños esté primero, instalando al nuevo Gobierno Regional, conquistando más atribuciones para acceder a los procesos de inversión, lograr más presupuesto para Atacama y que la descentralización comience a ser una verdadera realidad.
P: ¿Cuál sería su compromiso por la Región de Atacama?.
R: Humildemente pongo a disposición mi experiencia, compromiso y conocimiento. Estoy dispuesta a entregar lo mejor de mí para trabajar en la generación de planes estratégicos para la creación de empleos, especialmente para mujeres jefas de hogar. Fortalecer el convenio de vivienda con el Ministerio de Vivienda y Urbanismo, para incrementar la Construcción de viviendas con Barrios inclusivos. Fortalecer el convenio de programación con el Ministerio de Salud, para concretar el centro oncológico de alta complejidad que permita la atención de niños y niñas con esta hermosa tierra que amo y atesoro y por la cual estoy dispuesta a luchar hasta mis últimos días de vida.
