Proyecto Copiaport-E presentó nuevo estudio de impacto ambiental para instalación de puerto en Punta Cachos
*Copiaport-E, proyecto portuario pensado para ser instalado en Punta Cachos, presentó su nuevo estudio de impacto al Servicio de Evaluación Ambiental, luego que el 2019 el organismo diera término anticipado a dicho estudio, por “falta de información esencial”, la empresa que maneja el proyecto fue adquirida por una compañía estadounidense, por lo que este nuevo proyecto no se relaciona con Eike Batista.
La empresa estadounidense St. Matthew Assurance Limited (SMA), presentó un nuevo proyecto al Servicio de Evaluación Ambiental, luego que este organismo diera término anticipado, el año 2019, al estudio de impacto ambiental del proyecto portuario “Copiaport-e”, en Punta Cachos, rechazando así preliminarmente la iniciativa, por lo que el Servicio estimó como “falta de información esencial”.
En 2019, la compañía norteamericana compró Hacienda Castilla, junto con la empresa “Copiaport-e Operaciones Marítimas SPA”, la cual ha terminado y entregado su estudio de impacto ambiental al servicio de evaluación ambiental (SEA), para el proyecto portuario.
Nicholas Winters, presidente de Copiaport-e Operaciones Maritimas SpA, expone una visión a largo plazo que complementa el desarrollo existente “en armonía con las comunidades locales y con especial atención a la responsabilidad ambiental”.
Según Winters, desde la adquisición de la empresa de parte de SMA, se llevó a cabo un completo sondeo de los comentarios hechos por ciudadanos, técnicos y autoridades. “Tomamos nota de esas preocupaciones valiosas y profundizamos nuestra manera de generar soluciones mejoradas para las metodologías de construcción y operaciones. Hoy estamos orgullosos en decir que el proyecto Copiaport-e mitigará el riesgo ambiental y reducirá el impacto sobre el ecosistema, el nuevo plan entregado es el resultado directo de dirigirse a e implementar las preocupaciones de inversionistas y comunidades locales”, dijo Winters.
Si bien es cierto gran parte del nuevo plan se basa en los fundamentos del anterior, se concentra en la construcción y operación de dos terminales marítimos que recibirán cargamento, tratándose de terminales multipropósito.
Para la empresa, la península de Punta Cachos está ideal y estratégicamente ubicada, en un área costera de Atacama que permitirá la construcción de moderna infraestructura, limpia y eficiente, y tecnología de baja emisión, incluyendo equipos de manejo de carga, grúas y equipo general alimentado con energía limpia.
Copiaport-e asegura que no tiene una visión de un puerto carguero con contaminantes potenciales, como carbón, aceite o químicos tóxicos. La compañía espera que este proyecto “sirva como plataforma para aumentar el desarrollo de la región y el país, atrayendo y promoviendo otros negocios complementarios e industria que necesita transporte oceánico eficiente y confiable”, apoyando y diversificando así la economía de Atacama, dependiente de la minería.
Una vez operativo, el proyecto contempla la contratación de 1600 trabajadores y más aún en roles indirectos o de apoyo.
De acuerdo a lo expresado por Copiaport-e el proyecto sigue las recomendaciones del Banco Mundial para el desarrollo de infraestructura moderna y eficiente. También da prioridad a las energías renovables y a la congruencia con los protocolos de loteo locales.
Al mismo tiempo, Copiaport-e espera que la iniciativa cumpla con las expectativas de diversificación económica del gobierno de Chile. “Creemos que este proyecto será un cambio importante para esta región de Chile y para los importadores y exportadores en el cono sur y el continente sudamericano”, dijo finalmente Winters.
Consultada la empresa por lo dicho en «La Segunda», que planteó que «Eike Batista (a través de Copiaport-E contraataca con su puerto en Atacama por US$450 millones», la compañía sostuvo que: “la información del diario la segunda es “errada y desactualizada. Actualmente el proyecto Copiaport-E es controlado por St. Matthew que adquirió la empresa, St. Matthew tomó el control después del término anticipado del 2019. Toda la información del proyecto es publica y se encuentra actualmente en la página web del SEA”, desmintiendo entonces la vinculación de Eike Batista con el nuevo proyecto.
