COMISARÍA VIRTUAL de Carabineros permite realizar constancias en línea para no concurrir a Comisarías

En línea con la estrategia de transformación digital del Estado, Carabineros presentó la Comisaría Virtual el pasado 11 de junio de 2019, como una Unidad Policial cuya misión es entregar servicios e información a la comunidad a través de la utilización de una plataforma digital, acogiendo constancias y otros requerimientos que permitan optimizar los procesos de atención al público, mediante la automatización de éstos.                       

La iniciativa guarda relación con mejorar la calidad de vida de las personas, optimizar el uso del capital humano y disminuir la no denuncia.                                                                                                                  
 A la plataforma, que cuenta con altos estándares de seguridad, se puede acceder a través de la clave única que proporciona el Registro Civil, lo que permite ingresar constancias con fines laborales, por abandono de hogar, pensión de alimentos, régimen de visitas, perdida de documentos y/o teléfono móvil, y certificado de bombero accidentado.                      

Además, la Comisaría Virtual pone a disposición de la ciudadanía correos electrónicos en donde se podrá reportar información, sea a través del relato de hechos, fotografías, videos u otros, respecto a saqueos y delitos por la contingencia que enfrenta el país.                    

También está habilitado un módulo de ‘Reclamos al actuar policial’, que tiene por finalidad que el usuario pueda reportar conductas indebidas de parte de funcionarios de la Institución.                              

Sobre esta iniciativa el General Director de Carabineros, Mario Rozas, destacó que «la Comisaría Virtual es una muy buena herramienta tecnológica para que opere como un mecanismo de control dentro de la función policial que se desarrolla en el día a día, para que la comunidad ejerza un mayor control sobre sus policías y de esta forma Carabineros pueda entregar un servicio de mejor calidad».                                                  

 A la fecha, se han realizado 261.759 trámites en la Comisaría Virtual, donde la persona que realiza una constancia recibe en su email un número de folio, la firma electrónica avanzada y un código de verificación.                                                                                                                          En el desglose de esta cifra, más de 174 mil documentos corresponden a dejar constancia por incumplimiento o entorpecimiento del régimen de visitas por alguna de las partes, seguido de 58 mil por perdida de documentos y 13 mil por pensión de alimentos.                            

En tanto, el número de constancias que se realizaron directamente en las Comisarías de Carabineros disminuyó en un 31,7%, ya que en 2018 se realizaron 194.527 y, en 2019, la cifra bajó a 132.588.                                                                                                                                                                                                
Al respecto el Teniente Coronel Juan Velásquez Villarroel, Comisario de la Comisaría Virtual, explicó que «la finalidad es mejorar la calidad de vida de las personas a través de la disminución de los tiempos de espera en la Comisaría, la optimización en el uso de capital humano que permite realizar otros servicios policiales y, desde un punto de vista ecológico, apoyamos al cuidado del medio ambiente”.              

Al momento se han implementado dos etapas en la plataforma, y se espera que la tercera fase incluya la opción de acoger denuncias por delitos.
